The program facilitates the government's efforts to speed up vaccination for the people. It also aims to achieve herd immunity by increasing the vaccination uptake among workers and reducing Covid-19 workplace clusters.
How to sign up for PIKAS
Employers can download the application form from MITI's Website. They can submit the completed form by the respective industry associations and business chambers of commerce to [email protected].
Who is eligible for PIKAS?
Only companies from the manufacturing sector can participate under PIKAS.
Those that are in the agriculture, plantation, construction and retail sectors can refer to the respective ministries:

Retail: The Ministry of Domestic Trade and Consumer Affairs (KPDNHEP),

Plantation: The Ministry of Plantation Industries and Commodities (MPIC),

Construction: The Construction Industry Development Board and Ministry of Works (KKR),
-
Agriculture: The Ministry of Agriculture and Food Industries (MAFI).
Vaccination cost
The vaccines are free of charge. The government, via Health Ministry, will supply the vaccines without any cost to the PPV.
However, the company will be bear all vaccination administration costs under PIKAS. Workers are not responsible for the cost of administering the vaccination.
Here is the breakdown of the estimated administration cost per dose per employee:
The estimated cost is not inclusive of tax.
PIKAS implementation models
PIKAS will implement the vaccination process via two models:
- Model 1 is vaccination at common use vaccine centres (PPV).
- Model 2 is on-site vaccination within the factory's premise or at an identified and approved location.
Model 1: Vaccination at Common Use PPV
Any interested company can send their workers for vaccination at the nearest PPV to the company's location.
The company will bear the total administration costs for its workers selected to participate in PIKAS.
The payment to PPV is dictated by the contract between the company and the PPV contractor. Once the company is notified of the vaccination date, the PPV will make vaccination arrangements for the registered employees.
The employer has the responsibility to ensure all workers selected for PIKAS are present on the vaccination day. They may replace the employees with other employees scheduled to be vaccinated the following day.
Model 2: On-site Vaccination
A company or a group of companies can choose its facility as a PPV. The Covid-19 Immunisation Task Force (CITF) and the Ministry of Science, Technology and Innovation (MOSTI) will arrange for site inspection and advise the company accordingly.
A company or a group of other companies will need to have at least 1,000 workers for on-site vaccination.
These are the requirements for Model 2:
- At least 1,000 workers have signed up.
- A company can join with other companies within the same locality to account for the 1,000 workers.
- Companies with subsidiaries located in different states cannot be grouped in one PPV as interstate movement is not allowed.
The number of vaccines to be administered for the day is based on the number of registered employees. If the number of workers scheduled for vaccination on that day falls short, employers can replace the workers with other workers scheduled for vaccination the following day.

Arrangement to be made once the company receives a confirmation email
Once the company representative has been informed of the vaccination date, the company must make these arrangements:
- Confirm the company's participation to the assigned PIKAS PPV venue operator.
- Formalise the agreement with the PIKAS PPV venue operator.
- To submit the agreement to the venue operator, make full payment to the venue operator at least 5 working days before the vaccination date.
- Arrange the required logistics for the employees to and from PIKAS PPV.
