KPDNHEP Allows Further Relaxation to More Sub-Sectors

The Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) took note of the announcement made by Prime Minister Muhyiddin Yassin on 15 August 2021 on the relaxation of economic sectors during the National Recovery Plan (PPN).

In the announcement, the government has agreed to provide 22 trade and distribution sub-sectors with the flexibility to resume operations effective 16 August 2021, provided that the complete vaccination rate of the adult population in the state must reach at least 50%. Individuals who want to enjoy this ease of restriction must also be fully vaccinated.

The list of additional sub-sectors allowed to resume operations under the NRP phases are as follows:

 

Phase 1

  • Car wash

  • Electrical and electronics stores

  • Home goods and kitchen equipment stores

  • Furniture stores

  • Sports equipment stores

  • Car accessories shops 

  • Car distribution and sales centres

  • Morning markets and farmers markets

  • Clothing, fashion, and accessory stores

  • Jewellery stores

  • Barbershops and beauty centres/salons (basic haircut services only)

 

Phase 2

  • Photography and photography services stores

  • Second-hand store

  • Florist and nursery

  • Handicraft and souvenir shop

  • Antique shop

  • Toy store

  • Carpet store

  • Creative content store and creative industry equipment

  • Outdoor equipment store (including camping, fishing, etc. equipment)

  • Cosmetics, skincare and perfume stores

  • Tobacco stores (including vape and electronic cigarettes)

Clarification from KPDNHEP

In line with the reopening of these additional sub-sectors, KPDNHEP informs the following:

 

(i) Customers who enter the premises must show a digital vaccination certificate COVID-19 to prove that they are fully vaccinated. 

  • For the type of vaccine that requires two doses of injection (Sinovac, AstraZeneca, Pfizer), the individual must pass the 14th day from the second dose's injection date. 

  • For vaccine types that require only one dose (Johnson & Johnson and CanSino), the individual must pass the 28th day from the injection date;

 

(ii) All companies under the distribution trade sector that are allowed to re-operate do NOT need to submit information on employees who have been fully vaccinated;

 

(iii) The distribution trade sub-sector in the States under Phase 2 of NRP (Kelantan, Terengganu, Pahang, Perak, Penang and Sabah) can re-operate WITHOUT having to achieve a complete vaccination rate of 50% of the adult population in the state; and

 

(iv) Premises owners must apply for permission to operate through the Centralized Information Management System (CIMS) at https://notification.miti.gov.my/login

  • Industry players and premises owners can operate WITHOUT having to wait for approval from KPDNHEP

  • Premises owners must keep CIMS application proof for reference.
