More Economic Sectors Allowed to Reopen in Phase 1 & 2 of the NRP

Prime Minister Tan Sri Muhyiddin Yassin announced today that the government had lifted restrictions for 11 types of businesses under Phase One of the National Recovery Plan (NRP).

According to him, the leeway for these 11 types of economic activities will apply to all states that are still under NRP's Phase One. One required prerequisite is at least 50% of the adult population must be fully vaccinated. 

These are the 11 types of economic activities allowed:

  • Electrical shops selling electrical and electronic goods,

  • Shops selling household appliances & kitchen supplies,

  • Car wash shops

  • Hair salons & barbers (limited to basic haircut services only),

  • Furniture shops,

  • Sports equipment shops,

  • Car dealerships,

  • Car accessory shops,

  • Wet market & farmers' markets

  • Sales centres, and

  • Jewellery stores.

 

Muhyiddin said that the government agreed to facilitate the trade and distribution sector after considering the Health Ministry and Ministry of Domestic Trade and Consumer Affairs' risk assessment data and after discussion with stakeholders in relevant sectors. 

These activities and businesses are allowed to operate starting August 16 (Monday).

More economic activities allowed for areas under Phase 2 of the NRP

Here are 11 more economic activities that are allowed for regions in Phase Two of the NRP:

  • Used goods shops,

  • Photography and photography services shops,

  • Crafts and souvenir shops,

  • Florists and nurseries,

  • Antique shops,

  • Carpet shops,

  • Toy shops,

  • Outdoor gadget shops,

  • Creative content and creative industry accessories shops,

  • Cosmetic, skincare and perfume stores,

  • Tobacco shops, including the sales of vapes and e-cigarettes.

 

Guidelines for the premises

GUIDELINES NRP

  1. The premises owner must prepare MySejahtera QR Code, customer logbook, hand sanitiser, and temperature scanner.

  2. The premises owner, employees, and customers must check-in using MySejahtera or the customer logbook. 

  3. The premises owner must wear a face mask and practice physical distancing.

  4. The premises owner must ensure that customers who want to enter the premises show their Covid-19 vaccination certificate or card to ensure the customer has been fully vaccinated.

  5. Those who record temperatures over 37.5 degrees Celcius are not allowed to enter the premises. 

  6. The premises owner must ensure the workers wear gloves, limit the interaction between the employees and customers, and ensure the fitting room is not accessible to customers.

 

States under Phase One of the NRP

As of writing, these are the areas that are under Phase One:

  • Kedah,

  • Selangor,

  • Melaka,

  • Johor,

  • W.P. Kuala Lumpur,

  • W.P. Putrajaya, and

  • Negeri Sembilan,

 

States under Phase Two:

  • Pulau Pinang,

  • Pahang,

  • Perak,

  • Sabah,

  • Kelantan, and

  • Terengganu.

 

States under Phase Three:

  • Perlis,

  • Labuan, and

  • Sarawak.

 

Visa processing centre will reopen

According to Foreign Minister Datuk Seri Hishammuddin Hussein, the government has allowed a visa processing centre to operate under Phase One of the NRP, after many citizens who received offers to study and work aboard found themselves in a tight spot.

He also said that the National Security Council allows the VFS Visa Application Centre to restart operations under the NRP's Phase One. 

However, the minister said the centre is subject to standard operating procedures (SOP), such as limiting the number of people inside the premises. 

"I understand many Malaysian students are facing issues obtaining UK Visas as the Visa App. Centre is closed. @MalaysiaMFA worked closely with @MKNJPM and due to high demand, VFS has been approved to operate at 50% capacity to prevent crowding, in-line with SOPs under NRP Phase 1" the senior minister posted on Twitter yesterday.
