Here Are 18 Manufacturing Sectors Allowed to Operate Under MCO

Based on the Government's decision to impose a nationwide Movement Control Order (MCO) from 1 to 14 June 2021, the Ministry of International Trade and Industry (MITI) has provided a list of manufacturing and manufacturing-related services (MRS) sectors that can operate during the MCO.

You may download MITI's approval letter from the COVID-19 Intelligent Management System (CIMS) 3.0. If your company does not belong in the manufacturing or MRS sectors, you can refer to the relevant ministries regulating the sectors or the National Security Council (NSC).

For your information, MITI does not have the authority to provide approval for sectors other than manufacturing and MRS. MITI allowed the manufacturing and MRS sectors to operate to ensure minimal disruption to the supply chain of crucial parts, components and finished products. 

It is critical to support the continued operations of essential infrastructures and frontliners such as:

  • Security,
  • Healthcare systems,
  • Information, and
  • Communications.

It is also to ensure enough supply of basic necessities for the people.

 

Reminder to download new MITI approval letter

Starting Sunday, 30 May 2021, 8:00 pm, manufacturing businesses that have already signed up with CIMS 3.0 must download the new MITI approval letter. If necessary, they must also update their workers' list.

For manufacturing companies that have not registered, they can submit their application starting Monday, 31 May 2021 at 1:00 pm.

For manufacturing and MRS workers

Additionally, workers in the manufacturing and MRS sectors will need to show these documents to the enforcement authorities: 

  • MITI's approval letter, and 
  • Their company-issued letter of employment OR staff identification card

These documents will enable their movement to and from their work premises.


There are 18 manufacturing and MRS sectors allowed to operate during MCO.

Standard Operating Procedures (SOPs)

The current SOPs on workforce capacity stays at 60%. 

Manufacturers in sectors allowed only for warm idle mode must download the MITI approval letter through CIMS 3.0, subject to a maximum workforce capacity of 10%.

Manufacturers and MRS sectors that can operate must ensure strict adherence to MKN and MITI's SOPs. 

If they fail to comply with the SOPs, they commit a serious offence, resulting in fines and/or closure of premises. 

The Federal and State enforcement agencies will carry out comprehensive and stringent enforcement to ensure effective compliance with the SOPs among the manufacturing and MRS sectors. 

 

List of manufacturing and MRS sectors allowed to operate under MCO from 1 - 14 June 2021

Capacity (60% workforce):

  1. Aerospace including maintenance, repair and overhaul,

  2. Food and beverage,

  3. Packaging and printing materials,

  4. Personal care products and cleaning supplies,

  5. Healthcare and medical care, including dietary supplement,

  6. Personal Protective Equipment (PPE), including rubber gloves and fire safety equipment,

  7. Medical equipment components,

  8. Electrical and Electronics,

  9. Oil and Gas, including petrochemical and petrochemical products,

  10. Chemical products,

  11. Machinery and equipment,

  12. Textiles for manufacturing of PPE only,

  13. Production, distillation, storage, supply and distribution of fuels and lubricants

 

Warm idle (10% workforce):

  1. Automotive (vehicles and components)

  2. Iron and Steel

  3. Cement

  4. Glass

  5. Ceramics
