How to Apply For Socso Employment Insurance System's (EIS) Benefits

The government urged those heavily affected by the third Movement Control Order (MCO 3.0) to apply for government assistance under the Social Security Organisation's (SOCSO) Employment Insurance System (EIS).

 

What is EIS?

EIS provides temporary financial assistance for six months maximum to employees who are retrenched or experienced a loss of income. 

 

Who is eligible for EIS' benefits?

Not everyone is eligible to claim EIS' benefits. As of now, the EIS covers:

  • Malaysian citizens or permanent residents.

  • Age from 18 to 60.

  • Works in the private sector only.

  • The employment is based on a contract of service. 

  • The worker has been contributing to the EIS for a minimum number of months within a specified period. 

 

Currently, it does NOT cover:

  • Public sector employees,

  • Self-employed workers,

  • Domestic workers,

  • Workers in statutory bodies and local authorities.

  • Workers aged 57 and above who have never contributed before that age. 

 

Acceptable reasons for job loss

The worker can only receive benefits if their loss of unemployment is through one of these methods:

  • Voluntary or Mutual Separation Scheme (VSS/MSS),

  • Redundancy and retrenchment,

  • Constructive dismissal,

  • Company closure or bankruptcy,

  • Resignation after being ordered to perform dangerous tasks that are not a part of the job scope.

  • Resignation because of sexual harassment or threats made in the workplace. 

 

EIS does not cover these types of employment loss:

  • Retirement,

  • Voluntary resignation,

  • Dismissal because of misconduct,

  • Expiry of a fixed-term contract. 

 

EIS Benefits

Eligible applicants can enjoy up to 5 financial benefits, namely:

1. Job Search Allowance (JSA)

Financial allowance for those who lost their only source of income. The applicant will receive a minimum monthly allowance of 3 months and a maximum of 6 months. The applicant must prove that they are actively seeking employment to qualify for the next allowance.

 

2. Reduced Income Allowance (RIA)

Financial allowance for those who have several jobs and have lost at least one, but not all jobs. 

 

3. Training Fee

Vocational training facilities. EIS will pay training expenses directly to the company that provides training. The applicant can receive up to 6 months of training with a maximum cost of RM 4000.

 

4. Training Allowance

A financial incentive paid to applicants that are undergoing vocational training. The allowance is provided monthly at the rate of RM10 (min) - RM20 (max) / day (maximum six months), depending on the Assumed Monthly Wage. 

 

5. Early Re-Employment Allowance (EBSA)

Financial incentives paid to JSA recipients who successfully return to work early. 

 

Other than financial assistance, EIS also provides two job search assistance benefits:

1. Re-employment Placement Programme

A job search programme for applicants, with support from SOCSO Employment Service Officers.

 

2. Career Counseling

A counselling service provided by SOCSO Employment Services Officers to identify skills gaps and problems faced by the applicant to help them make better career choices and directions.

 

How to apply for EIS

If the applicant meets all the requirements, they can apply through two methods:

The applicant will need to bring these items along:

  • An NRIC copy,
  • Proof of loss of employment, for instance, a termination letter,
  • A copy of bank account information,
  • Payslips for the last six months. 

 

Applying for EIS online

  1. Go to EIS' website here.

  2. Read the terms and condition, and click "Agree"

  3. Fill in the IC number, and click the 'Check' button. 

  4. Fill in your name, company name, and Loss of Employment date. Once done, click 'Apply'.

  5. Fill in all personal and employment information. Upload the required documents: 

    1. A copy of IC,

    2. A copy of Termination Letter or proof of loss of employment,

    3. Copies of last six months' payslip,

    4. A copy of the worker's bank account information,

    5. A copy of the employment record.

  6. After uploading the documents, click Submit. Other than the documents above, the applicant for certain benefits must also upload relevant additional documents.
