PSU 4.0 or the Wage Subsidy Programme 4.0 is a financial assistance paid to the employer of each enterprise for each local employee.
The PSU 4.0 aims to assist employers who are economically affected by COVID-19 and the closure of operations during the Movement Control Order (MCO).

The application is open until 31 October 2021.

Eligibility requirements
The maximum number of employees claimable:
500 employees
Payment rates for existing and new employers:
-
RM600 per month per employee for two months for all sectors,
- RM600 per month per employee for an additional two months for sectors on the negative list.
Rate of Decrease in Revenue or Sales:
A decline in total monthly sales/income of 30% or more in 2021 compared to any month in 2019/2020/2021 before the COVID-19 outbreak.
Employer Registration:
-
Employers and employees must be registered or contribute with SOCSO before 1 June 2021.

The employer has registered with the Companies Commission of Malaysia (SSM) or the Local Authority (PBT) before 1 June 2021.
Employee Salary:
No employee salary limit
Other Conditions:
Employers who receive this assistance must retain all employees listed in the application throughout the programme. Employers can reduce working hours or reduce wages with the mutual consent of employees.
How to Apply:
Employers can apply at prihatin.perkeso.gov.my.
Required documents

List of names of employees (according to the eligibility requirements that have been set),

Employer's bank account information (copy of the front page of the bank statement only),

Business Registration Number (BRN) information registered by the employer when opening a bank account,

Copy of registration of SSM / ROS / ROB / PBT or other organisations,

PSU 4.0 Declaration Form.
For employers who have received previous PSU assistance, do they need to submit a new application?
Yes, all eligible employers under PSU 4.0 must submit a new application.
What are the improvements in PSU 4.0 PEMULIH compared to the previous PSU?

There is no employee salary limit for PSU 4.0 PEMULIH (previously employee salary limit of RM4,000 and below per month),

All sectors are eligible for the assistance,

Limited to 500 employees per application,

The employer must also include the Wage Subsidy information in the employee's payslip.
How does an employer prove the minimum 30% decline in income/sales?
Employers can prove it by stating the amount in the PSU 4.0 PEMULIH application, showing a decrease of 30% or more in total sales or monthly income in 2021 compared to any month in 2019/2020/2021 before the COVID-19 outbreak.

How will the employer know whether the PSU 4.0 PEMULIH application has been accepted or rejected?
The employer will receive a Reference Number once the application has been submitted. They can check the status of the application using the Reference Number provided.
A list of approved employers will also be displayed on https://www.myfuturejobs.gov.my, including the number of approved employees.
Do employers have to pay SOCSO and SIP contributions after receiving PSU assistance?
Yes, the employer must pay the contribution as required under Act 4 and Act 800.
